The
introduction of Warehouse (Development & Regulation) Act, 2007 marks the beginning
of a new charter to empower the farmers of India. The enactment of the Act makes
the warehouse receipts negotiable, thereby accords an opportunity to farmers towards
safekeeping of farm goods in accredited warehouses and further safeguards financial
institutions by mitigating risks inherent in credit extension to farmers. These
enabling provisions, a long felt need of the industry, have the potential to render
warehouse receipts as a prime tool of trade, improve the lending portfolio of
banks and further, enhance the interest of lending institutions in ensuring credit
with reference to goods in warehouses. The act
envisions establishment of Warehousing Development and Regulatory Authority (WDRA)
to establish accreditation agencies for warehouse registration and regulate the
warehouse receipt system. The Act is of enhanced significance to warehouse owners,
both in public & private domain, commodity exchanges & traders, banking
& insurance institutions and logistics operators. With
this backdrop, The Department of Food & Public Distribution, Ministry of Consumer
Affairs, Food and Public Distribution, Government of India in association with
the Central Warehousing Corporation [CWC], Food Corporation of India [FCI] and
Federation of Indian Chambers of Commerce and Industry [FICCI] is organizing Warehousing
2008: The Warehousing (Development & Regulation) Act 2007 - Issues and Challenges
